Hours: Part Time – negotiable 22 to 30 hours per week (Full time 37 hours covering a Duty Rota will also be required to be covered, one week in six)

Location: The service encourages flexible working and is open to flexible working options. The role will be based at Dorchester Support Offices, Poundbury with the flexibility to work from home / DWFRS Stations / Support Offices and we would welcome a conversation with the successful candidate on what type of flexible working arrangement will work best for you. There will be a requirement to attend your base location approximately two days a month for key activities and meetings

As a Civil Contingencies Officer in the Civil Contingencies Unit you will:

  • Provide expert, specialist, professional, practical and authoritative emergency planning and business continuity advice, support and guidance in accordance with the principles of Integrated Emergency Management (IEM) to help ensure Category 1 and 2 Responders (Dorset LRF) fulfil their statutory duties under the Civil Contingencies Act (CCA) 2004 and other legislation
  • Create, deliver and develop appropriate response plans, protocols, response frameworks Action, Guidance and Information Cards, for specific designated capability work streams and risks and develop and deliver appropriate training and exercises as required
  • Establish, develop and maintain strong, effective relationships with existing and new partner agencies, including representing the Dorset Civil Contingences Unit and the Dorset LRF, at local, regional and national meetings or events and specialist (emergency planning) groups, to enable greater community resilience
  • Support the coordination of multi-agency debriefs on behalf of Dorset LRF member organisations, ensuring recommendations and actions are recorded
  • Chair and lead multi-agency Task and Finish Groups and the Standing Capability Groups of the Dorset Local Resilience Forum to support the work of the Local Resilience Forum in accordance with workplans and statutory requirements within specified timelines

What makes you our ideal Civil Contingencies Officer?

  • A recognised emergency planning qualification to degree level, or significant experience of working in an emergency planning and preparedness role in a relevant organisation
  • Sound knowledge of legislation pertaining to emergency planning including the Civil Contingencies Act 2004 and other relevant emergency preparedness guidance, statutory and non-statutory
  • Excellent communication skills and a positive attitude to internal/external customer care, including excellent IT skills and knowledge of Microsoft Office
  • High level of interpersonal skills including the ability to influence, direct, negotiate and manage outcomes

Other Information:

  • You must have a full current driving licence and be able to fulfil the travel requirements of the role. Use of your vehicle will be required; however, a Service vehicle may be available. Please note Service vehicles are manual transmission only. Travel requirements are variable but would include face to face planned meetings and short notice exceptional out of hours response if required in an emergency when on-call.
  • If you are unable to drive due to a disability, we would still welcome your application and will explore any reasonable adjustments that could be put in place.
  • The role involves some evening and weekend working, especially when covering Duty Week worked on a one in six-week basis. An On Call allowance is payable for this cover.
  • A Standard Disclosure & Barring Service Check (DBS) clearance will be undertaken on the successful individual prior to offer of employment.
  • The successful candidate will also be subject to a Police Baseline Vetting process due to access to Police establishments.
  • Any offer of employment will be subject to full pre-employment checks which include identity checks, right to work in the UK, medical and receipt of satisfactory references, and an explanation of any gaps in employment in the last 3 years.
