Emergency Services Mobile Communications Programme (ESMCP) Technical Lead – Home Office Fire Service Operational Communications

An opportunity has arisen for a secondee from a Fire and Rescue Service to become part of the Home Office Fire Service Operational Communications Team. The post holder will be working predominantly as the Technical Lead on the Emergency Services Mobile Communications Programme. They will also be involved in other aspects of fire service operational communications.  The successful candidate will represent the interests of FRSs to the programme and will also advocate on behalf of the programme to FRS and other services as required.

The post holder will be responsible to the Home Office head of Fire Service Operational Communications but will also report directly into the NFCC Business Change Lead and Business Change Assurance Manager.

The post holder will be responsible for technical review and input which is delivered in partnership with other emergency services, taking full account of FRS specific requirements across all phases of planning and delivery of the Programme and assisting to ensure that FRS user requirements are met by the Programme.  NFCC has been directly engaged in the ESMCP programme establishing a strong FRS reputation with the programme and the other emergency services.

ESMCP is a fast-paced programme and change is frequent and dynamic.  The Programme is a complex proposition, and the post holder will therefore need to be confident at engaging with programme representatives and managers in FRS, they will need to be able to confidently deliver complex and sometimes challenging information to FRSs.

The Home Office would welcome applications from FRS personnel with a good understanding of Fire Service Operational Communications especially end to end control room systems and Airwave.  Significant knowledge of FRS operational use of communications systems, networking and system integration, data networks and architecture. You most also be very dynamic and willing to work flexibly in a fast-moving environment.

The post will be a fully funded secondment to the Home Office and all reasonable costs of the secondment will be reimbursed to the successful applicant’s home service. The role will work closely with the ESMCP Team at the Home Office as well as travelling widely across the UK.

This is a full-time secondment opportunity (2 years with a possible further 2-year extension).

On call allowance CAN ONLY be paid for post holders who form part of a Home Office on call rota commensurate with the role

Salary: Group Manager (B) £62,028 plus On Call allowance if applicable
