NFCC Fleet and Equipment Lead

An exciting opportunity has arisen to become the NFCC Lead for Fleet Assets. The role sits in NFCC’s resources forum within Sector and Resources Committee and would suit an FRS professional looking to become involved in national work, influencing, and driving development of national strategy and plans relating to the UK Fire and Rescue Service Vehicle Fleet. As Fleet and Equipment assets are at the heart of every incident attended by FRS this is a key role.

The NFCC Lead for Fleet is responsible for chairing the NFCC’s National Transport Officer’s Group (TOG). TOG is the collective representation for and on behalf of the Fire Sector’s Fleet management professionals, to promote and enhance the sharing of knowledge, to develop best practice in Fleet maintenance and Fleet compliance. To maintain and provide skills and professional expertise. Membership of the TOG is open to all Fire Fleet professionals and fleet staff within the UK Fire Sector.

The group supports the strategic plans and operational objectives of the UK Fire and Rescue Service, acting as the technical and professional advisory group to the National Fire Chiefs Council, currently via the Sector Resources and Improvement Committee.

As the NFCC Lead and Chair of TOG, you will work with TOG members to lead and support a range of work areas, including:

  • Support a national network of Fleet and equipment asset management professionals to enable the development of best practice, such as the NFCC Best practice manual for the Maintenance of Fire Service Vehicles and the NFCC Fire Vehicles inspection manual.
  • Promote the work of the TOG group and raise the profile of the Fire Fleet sector, by way of working with the NFCC Fire standards group to include fleet standards within the wider Fire Standards.
  • Promote and enhance the sharing of knowledge, skills, and professional expertise through chairing regular meetings of the TOG group, setting the agenda and workstream for the group and monitoring work progress.
  • Establish strong links with existing NFCC recognised groups to the benefit of TOG and other specialisms within the NFCC such as the National Procurement Hub, The Driver training group (DTAG) and develop external networks with relevant partners.
  • Support to close liaison with suppliers to the Fire fleet industry, to ensure that new technologies, innovation and the needs of the Fire sector are shared with them to enable them to develop fit for purpose vehicle and equipment assets to be made available to the wider fire sector.
  • Look to encourage fleet teams across the UK FRS to share knowledge and collaborate on best practice, training opportunities and procurement opportunities to the benefit of the public purse.
  • To support the TOG group in the interpretation of current and developing road Traffic legislation, Construction and Use regulation changes and statutory obligations around fleet management, to seek UK wide agreement on how to incorporate such changes into the management of the Fire Fleet assets.
  • By way of example, current areas of consideration within TOG include;
    • Review of both the Best practice manual (BPM) and Fire vehicle inspection manual in line with current legislation.
    • Developing a competency framework for Fleet Professionals and associated roles within the fire fleet industry. Raising awareness of and developing a strategy to tackle the skills gap within the Auto motive repair industry as this presents a risk to the continued development and succession planning of the Fire fleet sector.
    • Maintaining and seeking to renew special vehicle orders (SVO’s) in relation to the specifics of Fire vehicle operation and duty cycles.
    • Advise, support and where necessary implement national projects or programmes relating to the operations of fire fleet vehicles such as the ESN project – (vehicle fits).
    • Raise awareness and develop knowledge around the need to use alternative fuels within the fleet sector and encourage debate and considerations of how these new technologies can best fit the fire vehicle operating model.
    • The development of a national code of practice for the Conspicuity of fire vehicles depending on the role to which the vehicle is used, to best protect the safety of the end users and the public.
  • Support NFCC as the intelligent client through engagement with outside bodies, suppliers, and with other NFCC lead officers to ensure the success of the NFCC Sector and Resources Committee and their work.
