On 22 October 2025, the Operational Preparedness, Response and Resilience Committee approved change request O.G. CC 112 – Transport – Railway incidents.
This change request was prompted by the JESIP/Network Rail publication of Rail incidents: Guidance to the Emergency Services for Access to the Railway Infrastructure, which had undergone a multi-agency review.
Four hazards and their control measures are affected:

- Complex railway infrastructure
