The death of a firefighter in the line of operational duty is among the most tragic and complex situations a fire and rescue service can face. The first 48 hours are critical in establishing the foundation for all subsequent investigations, inquests, legal proceedings, and memorial arrangements.
This draft guidance has been developed to outline the essential actions, protocols, and responsibilities for lead officers coordinating the immediate response after a firefighter’s death during this period—ensuring a structured, compassionate, and legally compliant approach. Central to this guidance is the welfare of fire and rescue service personnel and the bereaved family, recognising that support, care, and clear communication are as vital as the operational actions taken.
The guidance is presented as a concise suite of role-specific action cards, bringing together statutory requirements, positive practice, and clearly defined responsibilities. It is not intended to replace existing local policies or procedures, but to provide a clear national framework that services can adapt to reflect their own local needs, resources, and governance. By setting out a consistent and coordinated approach, the protocol aims to support services to act swiftly, lawfully, and compassionately in the most difficult of circumstances.
As part of this consultation, the NFCC is inviting feedback from fire and rescue services, representative bodies, and partner organisations to ensure the guidance is practical, proportionate, and supportive of both the service and those affected.
