Safe Sharing of Misconduct Learning Guidance consultation
Closing Date: 30/11/2026
Consultation Status: Open
Following recommendations in HMICFRS’ 2024 report Standards of Behaviour: The Handling of Misconduct in Fire and Rescue Services, the NFCC has developed draft guidance to support fire and rescue services in safely identifying and sharing key learning from misconduct cases. The guidance aims to support services to identify and share learning from misconduct, and to understand and meet their legal obligations when doing so. Learning from misconduct cases supports good practice in the management of misconduct and can also provide wider benefits for service’s cultures, safety and effectiveness.
The guidance aims to help services to develop consistent and legally compliant approaches to identifying and sharing misconduct learning, and to support safe and effective internal and external sharing. It includes advice on organisational learning, data protection and anonymisation, safeguarding, key wellbeing and legal considerations, and the channels services can utilise to share their learning locally and across the sector.
This is a draft document, and we are seeking views from stakeholders before publication.
We are seeking your feedback on:
– The overall content, clarity and structure of the guidance.
– Any gaps or additional considerations that should be included.
– Whether the guidance meets the needs of services in supporting them to safely identify and share misconduct learning.
Please review the draft guidance and provide your comments through the consultation survey linked below.
Consultation closes:Â end of the day Monday 30 November.
What happens next?
After compiling feedback, we will review and edit the guidance to incorporate relevant suggestions. The revised version will be updated to meet accessibility criteria before being uploaded as a web-based product. This will help different audiences navigate the toolkit and find the most sections most relevant to them.
If you experience any issues or require assistance to access the toolkit or participate in the consultation, please contact: PCLhub@nfcc.org.uk.
