No matter how diligent responders are, it is always possible that personnel will inadvertently be exposed to a hazardous material. This may be because of a deliberate act or an event where there were simply no indications of a release. It could also be because personnel took a calculated risk for some non-life-threatening exposure to save life or prevent the catastrophic escalation of an incident.
