JESIP Strategic Lead – Central JESIP Team (Hosted by Herts Police)

Expressions of interest are invited for the role of JESIP Strategic Lead, which will be a 2-year secondment and responsible for leading, co-ordinating and overseeing the management of the multi-agency transformation and delivery of key outcomes of the Central JESIP Team.

This role is open to emergency services at the following ranks/bands:

· Fire – Substantive Area Manager or above

· Police – Substantive Chief Superintendent

· Ambulance – Senior Managers with relevant experience and appropriate seniority. (Likely to be Agenda for Change Band 8c – Band 9)

 

The Manchester Arena Inquiry (MAI) brought into sharp focus the need to ensure that there is central resource to support the maintenance of operational readiness and embeddedness of JESIP across all blue-light services.

The Inquiry highlighted the consequences of an un-coordinated multi-agency response to high-harm incidents. Findings and recommendations from several tragic incidents and events confirmed the fact that JESIP as a concept is sound, however, even after ten years since its inception, it remains only partly embedded across all services.

Subject matter experts agree that the sound and correct application of the JESIP principles is fundamental to major incident response, as well as more routine incident response. A critical success factor to any multi-agency/major incident response is the swift and correct application of JESIP within and between each agency at the first response and command level.

This Strategic Lead role is available following a successful bid for funding to the Home Office to establish a sustainable, appropriately resourced central JESIP function to support multi-agency interoperability. This will support services in preparation, training, exercising and assurance of JESIP in pursuit of a consistent joined-up response to a broad range of multi-agency incidents, including supporting the national Prepare team to ensure JESIP is embedded in the response to high-risk CT incidents.

With approximately 184,000 members of blue-light services there is a fundamental requirement for regular training, exercising and assurance that what is being delivered and trained for is converted into action and that JESIP procedures are embedded to the standard expected by the public, services and ministers.

 

ABOUT THE ROLE

You will be required to work with and advise a range of strategic stakeholders and key partners, including National Leads for Police, Fire and Ambulance, National Ambulance Resilience Unit, Association of Ambulance Chief Executives, Care Quality Commission, Department of Health and Social Care, NHS, HMICFRS, Home Office and Government, National Police Chiefs Council, CTPHQ, National Fire Chiefs Council and College of Policing.

The role will involve agile working and regular national travel. Your agile team will initially be hosted by Hertfordshire Constabulary, pending long-term sustainable hosting arrangements being successfully secured.

This role will be subject of a formal secondment agreement with Hertfordshire Constabulary, outlining terms and conditions in addition to those outlined in your own organisation.

Due to the important nature of this work, there is a need for the Strategic Lead to be released so that they can commence their role in mid August 2025.

The Lead will be supported by existing members of the JESIP Team and an initial Support Team.

 

Main purpose of the role:

  • To lead, co-ordinate and oversee the management and delivery of
    key outcomes of the multi-agency transformation programme of the Central JESIP Team, ensuring effective management of demand and cost efficiencies.
  • To shape, develop and drive the strategic, organisational approach of the Central JESIP Team, business planning and achievement of benefits.
  • Establish and maintain strong collaborations, strategic alliances, and partnerships across the emergency services network, in achieving the vision, purpose and values of JESIP.
  • Lead the development of culture, climate and working processes within the Central JESIP Team to ensure adherence to standards, and the promotion of accountability and continuous improvement.

 

Role Profile

  • To work alongside the Protect and Prepare multi-disciplinary team to ensure co-ordinated CT and non-specialist response, training and exercising.
  • To maintain and continuously improve the JESIP Joint Doctrine in line with national and international best practice.
  • To co-ordinate multi-agency learning to deliver change and an embedded interoperable capability, through robust management and governance of Joint Organisational Learning.
  • To establish and seek sign-off of as well as maintain a rolling 5-year business delivery plan and outcomes framework to demonstrate value for money and effectiveness.
  • The successful post holder must be sector competent with a sound operational background of working in complex multi-agency environments that includes within LRF structures.
  • A full, clean, UK driving licence and own vehicle are essential.
  • Applicant must have the written support of their Chief Officer at the point of application.
  • Your home organisation will be required to maintain a degree of line manager support for you whilst on secondment. However, your strategic direction will be provided by the Chief Officer Lead who has oversight of the Emergency Services Coordination Board (ESCB), single-service JESIP Chief Officer leads from each agency, including the Chair of the JESIP Interoperability Board, and JESIP Ministerial Oversight Board.
