Framework Agreements
As part of supporting collaborative Fire and Rescue Service (FRS) procurement and improving information available to suppliers, NFCC established a process to facilitate the development of national User Requirement Statements (URS) for a product or service. These would then be used to help FRS when procuring fire related goods and services, as well as underpin any national framework contracts, either current or new.
The requirement for a smoke alarms and breathing apparatus URS was instigated by the former CFOA Procurement Group.  User Intelligence Groups were set up to ensure all perspectives on product requirement were considered, as well as incorporating service level requirements into the specification.
The URS and Framework Agreements have now been completed, and further information can be found below.
Self-contained Breathing Apparatus, associated equipment and services
The Framework Agreement covers five Lots:
Lot 1 Breathing Apparatus with options for:
- Purchase – with/without maintenance
- Lease – with/without maintenance
Lot 2 Cylinders with options for:
- Purchase with/without maintenance
- Lease with/without maintenance
- Re-valving & re-testing of existing cylinders
Lot 3 Telemetry
- Purchase – with/without maintenance
- Lease – with/without maintenance
Lot 4 Maintenance
- Services for existing breathing apparatus and/or cylinders
Lot 5 Replacement/spare parts
- For the purposes of in-house repair and maintenance
