Leadership Development

“Leadership is not defined by what courses we have attended or what qualifications we have achieved, but instead by the difference we are making to the people around us.”

NFCC Leadership Framework

Anyone who supports, inspires, and influences others is demonstrating leadership. It is not limited to senior roles—good leadership exists at every level and in every role within the fire and rescue service. Each of us is responsible for promoting and displaying the right behaviours, ensuring we deliver the best service to our communities.

Strong leadership is essential for adapting to evolving challenges. We need leaders who are operationally and professionally competent, able to inspire and motivate others, while also managing day-to-day tasks that keep the service running effectively. Leadership and management skills go hand in hand to create a well-rounded, high-performing organisation.

The NFCC Leadership Framework sets out the skills and behaviours expected at every level of leadership, helping individuals grow, develop, and progress. This is underpinned by the Core Code of Ethics, which applies to everyone, regardless of role or seniority. Leadership is one of the five ethical principles, ensuring that all individuals are accountable for their actions, challenge poor behaviour, and act as positive role models.

Leadership Pathways

The NFCC Leadership Pathways will help you develop and progress in your career through a range of routes, activities, and learning opportunities. These pathways are designed to enhance your leadership skills, knowledge, and experience, whether you are an aspiring, developing, or established leader. With resources tailored to different leadership levels, from supervisory to strategic, the pathways support continuous growth and professional development. No matter your role, level, or location, you can access tools to strengthen your leadership capabilities, expand your impact, and take the next steps in your career within the fire and rescue service. Use the pathway below to explore resources and opportunities for each level of leadership.

Leading Yourself

Personal leadership requires professionalism, integrity, and continuous learning. Individuals must take responsibility for their development, seeking feedback and adapting to change. Self-awareness, resilience, and ethical behaviour are key to maintaining high standards. Prioritising well-being and fostering a positive attitude supports a strong workplace culture. By setting a good example and embracing learning, individuals contribute to an inclusive, high-performing service that continuously improves and adapts to new challenges.

Leading Others

Leaders at this level develop individuals and teams, setting expectations and fostering a supportive, high-performing environment. Strong people management, communication, and emotional intelligence are key. They uphold ethical and legal standards, coach and mentor others, and manage performance effectively. By providing clear direction and addressing challenges proactively, they drive engagement and team cohesion. Their leadership ensures individuals contribute effectively to the service’s mission and deliver high-quality outcomes for the community.

Leading the Function

Function leaders set direction, align teams with organisational priorities, and drive service improvements. They monitor performance, make data-driven decisions, and foster collaboration across departments. By mentoring future leaders and embedding ethical, inclusive practices, they strengthen workplace culture. Their ability to anticipate challenges and lead change ensures their teams remain resilient and effective. Focused on efficiency and high standards, they implement strategic goals and ensure policies are applied to deliver the best outcomes.

Leading the Service

Senior leaders set the vision and strategy for fire and rescue services, driving change to meet evolving community needs. They champion innovation, inclusivity, and collaboration while ensuring high performance and accountability. Their leadership balances operational demands with long-term priorities, fostering adaptability and continuous improvement. Representing the service at the highest level, they build trust with stakeholders and the public, ensuring the organisation remains resilient, effective, and forward-thinking.

Strong leadership starts with personal impact and outstanding leadership—both essential for driving positive change across the sector.

Personal impact is about leading by example, upholding integrity, and fostering an inclusive, respectful workplace. It means creating a positive environment where ethical behaviour and well-being are prioritised.

Outstanding leadership focuses on building high-performing teams and developing others to reach their full potential. It’s about leading with integrity, fostering trust, and collaborating effectively. Great leaders inspire, support, and set the standard for excellence.
