We have an exciting opportunity for someone to undertake the influential role of Chair of the NFCC Finance Committee to replace CFO Ben Ansell as he retires at the end of 2024 .
The Finance Committee seeks to lead and develop the strategic direction of Fire Service funding.
Technically qualified support is provided by Vice Chair of the Committee, Mark Hemming, strategic finance officers providing a direct interface into the Fire Finance Network, and the qualified leadership to support effective advocacy in forums such as NFCC.
Scope:
Provide effective strategic Fire Service leadership:
- For the development of fire funding and fire related investments across the UK, including all Fire Service governance arrangements;
- To assure and advise NFCC Steering Group, Coordination Committees and programmes on finance and commercial considerations;
- On financial rules, charges, audit and efficiencies.
Provide strategic support and challenge within the sector regarding financial matters.
Provide leadership, direction and support to the Fire Finance Network and technical officers in support of the NFCC.
To support the professional development of financial and non-financial leaders within the fire sector.
To be the voice of the NFCC on all financial matters and lead the response to all relevant consultations.
Lead on the collection of appropriate financial data from services to ensure a robust evidence base is available at a national level.
To work with key stakeholders including the LGA, National Employers, Home Office, devolved administrations, and other interested stakeholders in the interest of developing and sustaining appropriate Fire Service funding.
Priorities for the Finance Committee include:
- Securing a sustainable funding basis for the Fire Service, including the Fire Funding Formula, Spending Reviews and council tax flexibility;
- Securing effective funding for specific areas including Fire Protection, Pensions, National Resilience, Capital and Transformational projects and other emerging risks;
- Securing funding for national programmes and associated risks;
- Provide support to other relevant NFCC workstreams: The Chair will be a member of the NFCC Steering Group and will help co-ordinate the work of NFCC.
The recommendation about this appointment will be made by the NFCC Chair in consultation with the Vice Chairs. The recommendation will then be made to NFCC Council for decision.
