Priority 1: Professional standards and conduct
1.1 Seek to obtain legal advice around data sharing and disclosure with other FRSs concerning the outcome of misconduct investigations.

1.2 Launch and embed guidance and tools on identifying and sharing learning from misconduct cases. Begin to identify learning themes from cases.

1.3 Identify and share positive practice on training and support for managers who have responsibility for following professional standards and conduct-related procedures

2.1 Begin implementing standardised approaches to workforce data collection

2.2 Review and refresh the NFCC EDI Data toolkit

2.3 Support the promotion, results analysis and action planning associated with the NTU health-wellbeing and culture-climate survey. Identify lessons learned to inform long-term approach and associated funding requirements

2.4 Develop and publish guidance on the use of AI in the recruitment and selection process

3.1 Undertake a comprehensive review and make changes to the existing NFCC Death in Service guidance. Scope and make recommendations on future developments

3.2 Refresh or develop model policy guidance on an iterative, ongoing basis following publication of the Employment Rights Act

3.3 Publish briefings and provide relevant support to UKFRS on the upcoming new Employment Rights Act and EHRC’s updated Code of Practice for public services

4.1 Develop and publish guidance on cultivating psychologically safe teams and cultures, aimed at leaders and managers

5.1 Launch and embed the updated the NFCC Leadership Framework and Core Learning Pathway

5.2 Undertake a review and refresh of SLDP/MLDP content and delivery mechanisms, leading to a set of recommendations to ensure both programmes are fit-for-purpose

5.3 Embed a strategic approach to the NFCC coaching and mentoring portal which improves uptake, accessibility and alignment of resources with sector priorities

Priority 6: Competence
6.1 Establish a competence engagement group made up of external stakeholder representatives, to establish clear governance, ownership and assurance of competence across the UK

6.2 Support NFCC Committees and Hubs to identify, prioritise and develop new/existing frameworks to align with the Sector Model of Competence, and build Hub capability in this area

6.3 Launch, embed and begin evaluating agreed competence frameworks for CYP, Wildfires and Extrication, identifying and applying lessons learned to the development of future competence frameworks

6.4 Provide FRSs with structures, tools, and resources to embed and apply NFCC competence frameworks consistently, ensuring national implementation and supporting improved public safety outcomes

6.5 Support the review of Incident Command, carry out scoping on an Incident Command Competence framework

Priority 7: Talent and accelerated development
7.1 Publish case studies and materials to highlight the successes and learning from the Direct Entry cohort which concludes December 2026

7.2 Further develop and update the Career Pathways section of NFCC website

7.3 Review and refresh the NFCC Talent Management toolkit, which aligns/updates existing resources and identifies the new content areas to develop

Priority 8: Workforce diversity
8.1 Continue to develop and publish new sections of guidance for FRSs on fostering improved workforce diversity (recruitment & selection, access to development programmes)

8.2 Spread learning from recruitment to the PCL lead officer, Board membership and leadership development opportunities to the rest of NFCC activities to ensure all are fair and open to the widest pool possible

Priority 9: Lived experience
9.1 Publish guidance for UKFRS on running Lived Experience Forums and identify additional support that services would welcome in this area

9.2 Work with the NFCC Lived Experience Advocacy Forum to identify and begin implementing approaches to address the top five challenges identified for employees with different protected characteristics working in a largely homogenous workforce

9.3 Develop any new guidance/support which is identified, that will help UKFRS implement their response/actions to the NFCC VAWG Guidance: Statement of Commitment

10.1 Continue to research, develop and publish new sections of guidance on proven EDI interventions

10.3 Design and commission evidence-based development opportunities aimed at leaders, PCL and Comms professionals which support effective leadership of EDI challenges and culture change

11.1 Review and refresh the Equality Impact Assessment toolkit

11.2 Undertake a review of EQIA training provision delivered to the sector c/o NFCC

12.1 Standardise the collection, analysis, reporting and action planning associated with sickness absence data which is collected by NFCC

12.2 Use the results from the repeated survey carried out by NTU to identify and inform next steps and priorities

13.1 Undertake an iterative review and refresh the Medical Evidence guidance contents

13.2 Following outputs of the academic roundtable/technical panel, support the next steps in relation to fitness requirements and associated guidance

13.3 Develop a Wellness Action Plan tool and supporting guidance for managers on how to best support colleagues with their health-wellbeing needs throughout their careers (recommendation from NFCC Health-Wellbeing Framework)

13.4 Undertake a mapping exercise to understand the approaches taken to fitness requirements, and the steps services are taking to support the development and maintenance of these.
