Submerged person

On 15 January 2026, the Operational Preparedness, Response and Resilience Committee approved change request O.G. CC 119 – Water rescue – Submerged person.

Following the removal of operational discretion from the Operational Guidance for Incident command in October 2025, the primary rationale for this change request is to also remove it from the Operational Guidance for Water rescue.

Relevant changes have been made to the guidance and training specification for:

• Hazard – Submerged person
• Control measure – Search and rescue of a submerged person
