Submerged person tool

Date: 04/02/2025

Product type: Operational Guidance

Product area: Water rescue

JESIP have developed a new multi-agency submerged person tool for water rescue and have issued a JOL action note for its implementation.
The survivability model for water rescue, which supports joint decision-making with other emergency services or rescue organisations that are in attendance, has been updated and renamed. This required changes to the relevant hazard and control measures, which have now been approved by the NFCC Operational Preparedness, Response and Resilience Committee.
The opportunity has been taken to include in this change request some revised content for the hazard Submerged casualty and the control measure Search and rescue of a submerged casualty.
The changes have now been uploaded to the Operational Guidance and Training Specification for Water rescue. This has involved the deletion, rewording and addition of some strategic actions, which will be reflected in the Strategic Gap Analysis tool.
For your assurance, the content developed has been reviewed by a NARU representative and a HEMS doctor, both of whom had been working alongside JESIP for the development of the submerged person tool.
The following are PDF versions of the affected hazard and control measures prior to the changes for your comparison purposes.
