On 22 October 2025, the Operational Preparedness, Response and Resilience Committee approved change request FCG CC 012 – Emergency call management: People at risk – Calls from or about people at risk: Severe bleeding and unresponsive casualties.
This change request aims to:
- Reiterate the requirement to redirect calls to ambulance control, and to aid clarity in the order of the content
- Provide clarity and reiterate the requirement to redirect calls about casualties with severe bleeding or who are unresponsive to ambulance control as soon as possible
- Provide clarity about the information fire control personnel should give to a zero responder and the actions they should take if they are alone with a casualty who is both unresponsive and bleeding severely
- To include information that can be given to callers about using an automated external defibrillator (AED)
