Fires in fly-tipped waste

Change request reference O.G. CC 116 was endorsed by the NFCC Operational Guidance Forum on 8 December 2025, and approved by the NFCC Operational Preparedness, Response and Resilience Committee on 15 January 2026.

Following feedback, it was recognised that there should be some changes to the Operational Guidance for Fires in the open, to include information about illegal fly-tipped waste. These changes also support the reporting of illegal fly-tipped waste involved in fire, which may be identified during operational activity.

The updated control measure contains one new strategic action:
