Change request reference O.G. CC 118 was endorsed by the NFCC Operational Guidance Forum on 8 December 2025, and approved by the NFCC Operational Preparedness, Response and Resilience Committee on 15 January 2026.
The current publication in the NFCC Knowledge Base was developed through the NFCC Driver Training Advisory Group (DTAG) in liaison with the Department for Transport. It was created in response to the requirements of pending Section 19 of the Road Safety Act (2006).
However, although this legislation was consulted on in 2012 with feedback taken and amendments made at that time, this Act has not yet taken effect. Section 19 was intended to replace Section 87 of the Road Traffic Regulation Act (1984) in relation to exemptions from speed limits for certain vehicle purposes. The Road Safety Act covers more than just speed limits; it also includes instructor qualifications and suitable vehicle types.
This change request has been developed to provide interim guidelines for fire and rescue services to consider.
