Add Assigned to column on SGA exports

This enhancement updates the Strategic Gap Analysis (SGA) export functionality by introducing a new “Assigned To” column in both Guidance Type-specific exports and All Guidance exports.

The column will display the assigned user’s details for each action, showing the user’s email address followed by their full name (first and last name) in brackets. Where no user is assigned, the field will display the system-standard null value.
