CRP Quarterly Briefing - Issue 05

Welcome to issue 05 of the Community Risk Programme’s quarterly briefing, August 2020.

Its been four months since the governmentimposed lockdown in response to COVID-19, the sector is now transitioning to a new normal as we continue our work to drive the Community Risk Programme (CRP) forward. The next few months will be crucial in the CRP’s journey as we look to finalise and seek approval for a number of key products.   

Recent successes and programme update 

The Programme is committed to regularly engaging with stakeholders and working with the UK FRS to develop its end products – the ‘tools’ that will make up the digital toolkit. The Programme believes a clear understanding of the evidence base and direction for this work stream, it’s crucial to its success. To achieve this, we will be developing a suite of materials to communicate key information about the CRP and its projects to our stakeholders. The first of these materials include FAQs for the Programme and each of the live projects, and infographics to visually illustrate our work.

One of the next steps for the Programme is to carry out a review of the remaining projects to determine the next tranche of projects that should commence this year. 

Project updates

Definition of risk project  

Project Executive: Ian Hayton, Chief Fire Officer, Cleveland Fire Brigade 

The national FRS consultation on the draft definition of risk and risk conceptualisation framework closed on 22 May. The consultation was delivered digitally as a pre-recorded webinar on Workplace and was joined by 49 UK FRSs. We received responses from 44 UK FRSs, these responses will help shape the final products. All colleagues who contributed to the consultation received 4hrs CPD credit certificate approved by the Institute of Fire Engineers. We thank the UK FRS for their continued support and investment in the CRP to develop and deliver these tools for the sector. 

The outcomes of the survey have been analysed by the Programme’s Technical Working Group and the findings have been presented to both the Project Board and the CRP Board. The project team will now work with consultants to refine the draft documents. The team will also look to have the final products quality assured externally by an independent body.

Economic value of the UK Fire and Rescue Service 

Project Executive: Dan Quinn, Assistant Chief Fire Officer, Lincolnshire Fire and Rescue Service

The project continues to liaise with colleagues in the Home Office, who are developing the ‘Economic and Social Cost of Fire Report’.

This project continues to follow its original timeline and has commissioned a report from the Nottingham School of Economics to deliver phase one of its work – the initial interim ‘Economic Value of the UK Fire and Rescue Service report’. This report will include metrics and methodology for calculating the economic and social value of all FRS activities. 

Phase two will build on the work of phase one, where further research, metrics and detail will be developed.

(I)RMP guidance project 

Project Executive: Nikki Richards, Director of Support Services, Royal Berkshire Fire and Rescue Service 

The project has completed its phase one review of existing (I)RMP guidance and literature and gap analysis, this is now being reviewed by the Technical Working Group and other colleagues. 

Phase two of the project is now commencing, which will take into consideration the outcomes of the phase one analysis and involve the mapping, commissioning and creation of new guidance. 

The Project has also been working with the Fire Standards Board to develop a Fire Standard linked to community risk management planning. The project is also being supported by the NFCC Digital and Data Programme with regard to developing a digital approach to displaying guidance in a format which is easy to use and navigate.

Formal stakeholders

In July, the Programme welcomed the Fire Sector Federation as its fifth formal stakeholder, in addition to:

  • The Home Office
  • Fire Services Management Committee
  • Her Majesty’s Inspectorate of Constabulary and Fire & Rescue Services
  • The Fire Brigades Union

Formal stakeholders are closely engaged in the Programme and meet with the programme executive regularly.
