On 22 October 2025, the Operational Preparedness, Response and Resilience Committee approved change request GTI CC 003. This change request addresses Grenfell Tower Phase 2 recommendations 113.43, including issues such as:

Ensuring firefighters have access to the right keys to operate the firefighters’ lift control
Ensuring firefighters know how to operate the firefighters’ lift control

This change request provides a new hazard and two new control measures, which will reside in the Operations guidance. There are five new strategic actions:
