Residential personal emergency evacuation plans (RPEEPs)

Change request reference O.G. CC 121 was approved by the NFCC Operational Preparedness, Response and Resilience Committee on 15 January 2026.

New Fire Safety (Residential Evacuation Plans) (England) Regulations 2025 (RPEEPs) were laid before Parliament on 4 July 2025 and will come into force on 6 April 2026, under Article 24 of the Fire Safety Order (FSO) 2005. This change request delivers the required changes for England.

Please note that this change request has been published now to enable fire and rescue services to plan for implementation for when the regulations come into force in April 2026.

The affected control measure, Evacuation and shelter, appears three times in the Operational Guidance framework for the following hazards:

3. Hazardous materials – Radioactive contamination
