CRP Quarterly Briefing - Issue 05
Welcome to issue 05 of the Community Risk ProgrammeāsĀ quarterlyĀ briefing,Ā AugustĀ 2020.
Itās been four months since theĀ government–imposed lockdownĀ in responseĀ toĀ COVID-19, theĀ sectorĀ isĀ nowĀ transitioningĀ to a new normalĀ asĀ we continueĀ our workĀ to drive theĀ Community Risk Programme (CRP)Ā forward.Ā TheĀ next few months will be crucial inĀ theĀ CRPāsĀ journey as weĀ look to finalise and seek approval forĀ a number ofĀ keyĀ products.Ā Ā Ā
Recent successesĀ andĀ programme updateĀ
The Programme is committed to regularlyĀ engagingĀ withĀ stakeholdersĀ andĀ workingĀ with theĀ UK FRS to develop its end productsĀ – the ātoolsā that will make up the digital toolkit.Ā The Programme believesĀ a clear understanding of the evidence base and direction for this work stream, it’s crucial to its success. To achieve this, weĀ will beĀ developingĀ a suite of materialsĀ to communicate keyĀ informationĀ about the CRP and its projectsĀ to our stakeholders.Ā The first of these materials include FAQs for theĀ Programme and each of the live projects, and infographics to visually illustrate our work.Ā

One of the next steps for the Programme is to carry out a review of the remaining projects to determine the next tranche of projects that shouldĀ commenceĀ this year.Ā
Project updates
Definition ofĀ riskĀ projectĀ Ā
Project Executive:Ā IanĀ Hayton, Chief Fire Officer, Cleveland Fire BrigadeĀ
The nationalĀ FRSĀ consultation on the draft definition of risk andĀ riskĀ conceptualisation framework closed on 22Ā May.Ā The consultation was delivered digitally as a pre-recorded webinarĀ on WorkplaceĀ andĀ was joined byĀ 49Ā UK FRSs.Ā We receivedĀ responses fromĀ 44Ā UK FRSs, these responses will help shape the final products.Ā All colleagues who contributed to the consultation receivedĀ aĀ 4hrs CPD creditĀ certificateĀ approved by the Institute of Fire Engineers.Ā We thank the UK FRS for their continued support and investment in theĀ CRPĀ toĀ develop andĀ deliver these toolsĀ forĀ theĀ sector.Ā
The outcomes of the survey have been analysed byĀ the Programmeās Technical Working Group and the findings have been presented toĀ bothĀ theĀ Project Board and the CRP Board. The projectĀ teamĀ willĀ nowĀ work with consultants to refine theĀ draft documents.Ā The team will also look to have the final products quality assured externally byĀ anĀ independent body.Ā

EconomicĀ value of the UKĀ Fire andĀ RescueĀ ServiceĀ
Project Executive:Ā Dan Quinn, Assistant Chief Fire Officer, Lincolnshire Fire and Rescue Service
The project continues to liaise with colleagues in the Home Office, who are developing the āEconomic and SocialĀ Cost of Fire Reportā.
ThisĀ project continues to follow its original timeline and has commissioned a report from the NottinghamĀ School ofĀ EconomicsĀ to deliver phaseĀ oneĀ of its work ā the initial interim āEconomic Value of the UK Fire andĀ RescueĀ Service reportā. This report will include metrics andĀ methodologyĀ for calculating theĀ economicĀ and socialĀ value of all FRSĀ activities.Ā
Phase two will build on the work of phase one, where further research, metrics andĀ detailĀ will be developed.Ā

(I)RMPĀ guidanceĀ projectĀ
Project Executive:Ā Nikki Richards, Director of Support Services, Royal Berkshire Fire and Rescue ServiceĀ
The project has completed its phase one review ofĀ existingĀ (I)RMP guidanceĀ and literature and gap analysis, this is now being reviewed by the TechnicalĀ WorkingĀ Group and other colleagues.Ā
Phase two of the project is now commencing, which will take into consideration the outcomes of the phase one analysis and involve the mapping, commissioning and creation of new guidance.Ā
The Project has also been workingĀ with theĀ Fire Standards BoardĀ to developĀ a Fire Standard linked toĀ communityĀ riskĀ managementĀ planning. The project isĀ also being supported by the NFCC DigitalĀ and DataĀ ProgrammeĀ with regard toĀ developing a digital approach to displaying guidance in a format which is easy toĀ use andĀ navigate.Ā

FormalĀ stakeholders
In July, theĀ Programme welcomed the Fire Sector Federation as its fifth formal stakeholder, in addition to:
- The Home Office
- Fire Services Management Committee
- Her Majestyās Inspectorate of Constabulary and Fire & Rescue Services
- The Fire Brigades Union
Formal stakeholders are closely engaged in the Programme and meet with the programme executive regularly.
