In the submissions, FRSs provided limited detail about how they engaged and communicated with the public as stakeholders in the risk management process. FRSs did discuss they consulted with the public, but they did not go in to detail about the methods they use to do this. It was common practice in the submissions to cite Mosaic Public Sector dataset pen portraits to inform communications with the public in prevention and protection work, and FRSs reported an increase in their use of this method to engage the public in activities such as the RMP process. Most FRSs referenced their communication with the public is completed through public consultation such as focus groups, consultation through faith groups. Supporting the UK FRS with robust methods with which to do this would be a role for the NFCC toolkit.
