National review of community risk methodology across UK Fire and Rescue Service

Gap Analysis

Evidence-based decision making

There is a need to build an evidence base that is robust and current to inform the UK FRS of the nature, frequency and causes of commonly identified risk/hazards, we particularly reference here any lifestyle or behaviour risks. Once this evidence base has been compiled the principles of how this can inform decision making should be facilitated in the toolkit.

External Organisations

External organisations’ involvement in other areas of community risk management are considered with regards to use of data, however with regards to methodologies, decision making, and carrying out control activities, working alongside partner organisations means that a compatible and comprehensive service can be provided to the public. Partner organisations should aim to include other FRSs and other blue lights as standard but can also include local and national government and third sector organisations.

Reaching those identified as high-risk

There was evidence of good practice for using social targeting across UK FRSs to identify those at high risk due to socio-demographic characteristics, however there was a paucity of evidence to suggest that FRSs are identifying effective ways of reaching these demographics in order to mitigate risks of incidents, and the effects of incidents should any occur.
